TIOmarkets has appointed Andis Papageorgiou as its new Chief Technology Officer, FNG has learned. Papageorgiou is based in Cyprus and joined TIOmarkets earlier this year as Head of Software Engineering. He has now moved into the CTO role, which places him in charge of the group's technology direction at a time when the broker is reorganising its European and offshore operations.

This update covers who Andis Papageorgiou is, what he did before joining TIOmarkets, how the broker's regulated entities are structured, and what the changes mean for existing and prospective clients.
Andis Papageorgiou is an engineering executive with a background in the online brokerage sector. Before joining TIOmarkets, he spent six years at the online broker IC, where he rose to the position of Global Head of Engineering. He left IC late last year.
His move to TIOmarkets followed that departure. He joined the broker earlier this year in a software engineering leadership role, and his promotion to CTO now gives him responsibility at the executive level rather than within a single engineering function.
The step from Head of Software Engineering to CTO is a shift from managing a specific engineering team to setting the technology agenda for the whole business. In most brokerages, the CTO oversees platform development, infrastructure, security and the systems that support trading, client funding and reporting. Because the role covers the entire group, it usually involves working closely with compliance, operations and senior management.
The source reporting does not set out the specific projects or priorities Papageorgiou will lead, so it is not possible to say which systems will change first. What can be said is that the appointment is an internal promotion of someone already working inside the company, which often means continuity in existing platform work rather than a complete change of direction.
TIOmarkets operates across several entities and domains, and the setup matters for anyone deciding which part of the group they would deal with. According to the available reporting, the group runs an onshore business regulated by the UK's Financial Conduct Authority, an offshore operation based in Mwali, and a former EU-facing operation that has now been closed.
| Part of the group | Website | Status as reported |
|---|---|---|
| Onshore business (UK) | tiomarkets.uk | Regulated by the UK's Financial Conduct Authority |
| Offshore operation | tiomarkets.com | Based in Mwali |
| EU-facing operation | tiomarkets.eu | Closed after the group gave up the CySEC CIF licence held by Tiomarkets CY Ltd |
The distinction between these entities is important. A UK-regulated business and an offshore business fall under different rules, different investor protections and different complaint routes. Clients should always check which entity they are contracting with before opening an account or transferring funds.
The broker recently closed its EU-facing operation at tiomarkets.eu after giving up the CySEC CIF licence held by Tiomarkets CY Ltd. A CIF licence is the authorisation under which a Cyprus-based firm can provide investment services, so giving it up means the group no longer serves EU clients through that route.
For existing clients who were using the EU site, this is the change that matters most. Anyone who previously held an account through that entity should review their account status, confirm which entity now holds their funds and check whether any transfers or documentation need to be completed. Clients who are unsure should contact the broker directly through an official channel rather than relying on third-party messages.
Cyprus-based Stefanos Mitsi is the group's chief executive officer. TIOmarkets is controlled by Malaysian businessman Manmohan Singh Balbir Singh, who also owns Cyprus-based retail FX broker FXPrimus. The appointment of Papageorgiou adds a technology leader to a senior team that already includes the CEO.
Ownership links between brokers are common in the sector, but they are worth noting when reading about group changes, because decisions about one entity can affect others under the same control.
A change in technology leadership does not automatically change how a broker's platform, pricing or withdrawals work. Traders should focus on what the broker publishes about its entities, regulation and service terms rather than on leadership announcements alone. That said, a CTO sets priorities for platform stability, security and system upgrades, so traders may notice changes over time in areas such as order execution, account tools and mobile apps.
If you are comparing brokers, it helps to look at regulation, the entity you would sign up with, withdrawal policies and the platforms offered. Our XM Group review shows how one large group presents its information across its entities, which can serve as a useful reference point when reading about any multi-entity broker.
Compare these points with any other broker you are considering, including the options covered in our FBS Inc review, so you can judge each provider on the same criteria.
Trading in forex and CFDs involves a high level of risk, and you can lose more than you deposit depending on the product and your account type. Make sure you understand the risks before trading and check the regulatory status of any broker you use.
